A state-of-the-art Intra-Governmental Disaster Communication Network has been established in Sri Lanka to significantly strengthen the country’s disaster response capabilities. This project, funded by the Japan International Cooperation Agency (JICA) and utilizing advanced communication technology from Icom Inc., connects key government agencies with the Disaster Management Center (DMC) through a centralized Voice over IP (VoIP) system.
The newly implemented communication network facilitates seamless coordination among critical entities such as the Police Department, Meteorology Department, and major media outlets including the Sri Lanka Broadcasting Corporation (SLBC), Sri Lanka Rupavahini Corporation (SLRC), and Independent Television Network (ITN). By integrating these institutions into a unified communication platform, the network ensures efficient information sharing and faster response times during disaster situations.
Project Details
The Intra-Governmental Disaster Communication Network leverages a highly resilient VoIP-based architecture, enabling direct communication between the DMC and connected agencies. The project includes the deployment of Icom IP Advanced Radio Systems and VE-PG4 RoIP Gateways, allowing various departments to communicate seamlessly across different frequencies.
The system’s design focuses on high availability, incorporating backup power systems, automatic failover mechanisms, and secure data encryption to maintain communication channels even during power outages or infrastructure damage. This ensures that the network remains operational and reliable when it is most needed.
Phased Implementation for Smooth Rollout
The implementation of the communication network was executed in four key phases:
- Infrastructure Assessment and Design : Evaluating the communication needs of each institution and designing a scalable network architecture.
- Equipment Installation and Configuration : Setting up Icom’s IP Advanced Radio System and VE-PG4 RoIP Gateways for seamless integration with existing infrastructure.
- Testing and Training : Conducting rigorous system tests and providing training sessions to ensure that personnel can operate the new communication system effectively.
- Commissioning and Handover : Finalizing the system deployment and handing over the operational network to the DMC and other institutions.
Enhanced Disaster Response Capabilities
The communication network aims to enhance real-time coordination between government bodies, allowing for quicker decision-making and more effective disaster response. By centralizing communication, the system eliminates bottlenecks, ensuring that the DMC has direct access to the information needed during emergencies.
The integration of major media outlets into the network also ensures that critical information can be swiftly disseminated to the public during disaster situations, improving community awareness and safety.
